A taxpayer may file a petition with the Value Adjustment Board for the following reasons:
  1. The taxpayer objects to the Property Appraiser's value assessment of the taxpayer's real or personal property.
  2. The taxpayer's application for any of the following exemptions or special use classifications is denied:
    1. homestead exemption
    2. any other tax exemption as provided by Chapter 196, Florida Statutes or
    3. any special use classification as provided by Chapter 193, Florida Statutes.

ATTENTION, PLEASE READ ALL THE FOLLOWING INFORMATION BEFORE FILING A PETITION:

YOU CAN NOW FILE AN ELECTRONIC PETITION WITH THE BAY COUNTY VALUE ADJUSTMENT BOARD FOR THE 2010 TAX CYCLE. TRIM NOTICES WERE SENT OUT IN THE MAIL ON FRIDAY, AUGUST 20, 2010. THE DEADLINE FOR FILING A PETITION IS PRINTED ON THE BOTTOM OF YOUR TRIM NOTICE, WHICH IS TUESDAY, SEPTEMBER 14, 2010. IF YOU DID NOT RECEIVE A TRIM NOTICE OR YOU HAVE QUESTIONS CONCERNING YOUR ASSESSEMENT, YOU SHOULD CONTACT THE PROPERTY APPRAISER'S OFFICE AT (850) 248-8401. IF YOU HAVE QUESTIONS REGARDING FILING A PETITION TO THE VALUE ADJUSTMENT BOARD, YOU CAN CALL (850) 767-3314 OR EMAIL VAB@BAYCOCLERK.COM.

FILING FEE:

THERE IS A $15.00 NON-REFUNDABLE FEE TO FILE A PETITION TO THE VALUE ADJUSTMENT BOARD. ELECTRONIC PETITIONS ARE SUBJECT TO A 3.5% NON-REFUNDABLE CREDIT CARD PROCESSING FEE. IF YOU PLAN TO PAY BY CASH, CHECK, MONEY ORDER OR CASHIER’S CHECK YOU WILL NEED TO FILE THE PETITION IN PERSON OR THROUGH THE MAIL. CHECKS CAN BE MADE PAYABLE TO THE CLERK OF THE VALUE ADJUSTMENT BOARD AND MAILED TO 300 EAST 4TH STREET, ROOM 101, PANAMA CITY, FL 32401.

STOP! NOTICE:

Persons filing a petition due to the denial, by the property appraiser or tax collector, of a timely filed application for an exemption, classification or tax deferral, will need to file their petition by mail or in person along with the $15.00 non-refundable filing fee. Denied applications that were timely filed with the property appraiser or tax collector for homestead exemption or homestead tax deferral, are not subject to the filing fee. However, if the application was recived after the March 1st deadline and was denied, the $15.00 petition filing fee would apply. If you proceed by filing this type of petition electronically you will have to pay the filing fee, no matter if you are exempt. Remember this fee is non-refundable. You can print blank petition forms to mail or submit in person, at www.baycoclerk.com,  2010 Value Adjustment Board.

 

ATTENTION AGENTS:

See below or contact the Clerk's Office at (850)767-3314 to find out how to file your multiple petitions or petitions containing multiple contiguous parcels by submitting your information via a .txt file. In addition, all agents must be licensed to sign and submit a petition on behalf of a petitioner. Any agent or representative that does not have a license number must have a letter of authorization signed by the petitioner. If you need to obtain a letter of authorization form, you can do so at www.baycoclerk.com , 2010 Value Adjustment Board.

You can now file multiple petitions or petitions with multiple contiguous parcels via a .txt file. First, you must fill out a DR486 form with your filing information (name, address, phone # etc.). Then you will create separate residential, contiguous or tangible .txt files containing the proper parcel or account numbers before submitting. Filing your petitions via .txt file will require you to send your DR486 along with your appropriate .txt files to the Clerk’s office via email, mail with CD enclosed or in person. If you send the petition by email, it will not be completed until the Clerk’s Office receives the appropriate payment. The cost to file a single petition is $15.00. Petitions containing multiple contiguous parcels are $15.00 + $5.00 each additional parcel after the first. 1)  YOU ARE PAYING BY CASH, CHECK, CASHIER’S CHECK OR MONEY ORDER – Make checks payable to Clerk to the Value Adjustment Board and mail to 300 East 4th Street, Room 101, Panama City, FL 32401.

2)  YOU ARE FILING A PETITION REGARDING THE DENIAL OF AN EXEMPTION, CLASSIFICATION OR TAX DEFERREL – Persons filing a petition due to the denial, by the property appraiser or tax collector, of a timely filed application for an exemption, classification or tax deferral, will need to file their petition by mail or in person along with the $15.00 non-refundable filing fee. 3)  YOU ARE FILING A PETITION THAT CONTAINS MULTIPLE CONTIGUOUS PARCELS – You would need to bring in or mail in, with your petition, verification from the Property Appraiser’s Office that your parcels are contiguous. The cost to file your petition will be $15.00 + $5.00 per contiguous parcel after the first. Checks should be made payable to the Clerk of the Value Adjustment Board and mailed to 300 East 4th Street, Room 101, Panama City, FL 32401.
